Font color not changing

If I select an entire article and change the font color to, say, blue, it doesn't change the entire article to blue, but only one or two paragraphs, and no matter how many times I try to change it by blocking the parts that don't change, it doesn't change,

In another document, I tried to change the color by blocking all of them, but certain paragraphs didn't change.
